Interim Executive Director
Christopher Rafalski

Christopher joined Three Rivers Business Alliance as a member in 2018 and joined the Chamber's Board of Directors in 2020. Through his consulting firm, Rafalski Enterprises, he is stepping in as the Interim Executive Director of 3RBA and helping head up the search for the next full-time Executive Director. He is an accomplished business strategist and innovator with a rich background that spans various leadership roles in entrepreneurship and technology. He is currently working on an MBA from Carnegie Mellon University’s Tepper School of Business in Technology Strategy and Product Management with a concentration in Artificial Intelligence. As the CEO of Rafalski Enterprises LLC, Christopher has excelled in strategic planning, helping clients navigate complex market landscapes and accelerate growth. He is also the Cofounder and Board Chair of Metamorphosis Begins -- the only LGBTQ+ Sober Living Community in the Commonwealth of Pennsylvania. After the new Executive Director is hired, Christopher plans on remaining on the board and continuing the work of 3RBA.

Cynthia Oliver

Cindi joined Three Rivers Business Alliance as its first Executive Director in May 2021. After retiring 2024, she is staying on as a contracted consultant. Cindi brings 30 years of experience as a CEO, marketing expert, and fund development professional to her role as 3RBA's Executive Director. She specializes in helping small businesses and non-profits start and grow through effective planning, financial management and marketing. In addition, she has nearly a decade of experience as a senior level marketing and business development specialist in the real estate industry.
Ms. Oliver holds a master’s degree in Public Administration and a bachelor’s degree in Public Relations and is in the final stages of completing her PhD in Higher Education Administration. Her dissertation is a qualitative study examining the underlying factors that impact female alumni donor decisions offering important insights for informed practice.
Cindi is a member of Association of Fund-Raising Professionals, and the United Way Women's Leadership Council. She is the former President of Serra Catholic High School Board of Directors and currently and serves on the advisory board of Indiana University of Pennsylvania Eberly College of Business, and on the board of Dress for Success.
